About
Building the decision layer for African infrastructure.
A strategically important project is not automatically a financeable one. We are building the system that closes the gap between what is known about a place and what actually gets funded.
A new kind of decision infrastructure
Infrastructure finance in Africa is at an inflection point. Capital is available and priorities are clear, and projects still stall in the distance between the two.
The evidence needed to move them sits in separate studies, on different data and different assumptions. Risk is described in one document and the money is modelled in another, and nothing carries one across to the other. A committee is asked to approve a forecast rather than to underwrite a risk.
Scopius is built for that gap: a traceable path from evidence, through risk, to project economics. One analytical framework, where every output traces from its source data through its methodology to the number it produced, and where a risk rating becomes a quantified move in the figures a decision actually turns on.
Who we build for
Governments turning priorities into a pipeline investors can finance, governments can afford and citizens can rely on.
Developers moving projects from promising to financeable, with the bull, base and bear cases and a plan for each.
Investors deploying capital quickly without flying blind on the downside.
Advisers scaling expert judgement rather than the overhead underneath it.
Where it comes from
Scopius is a Bayes Consulting product, and it is built the way advisory work is done rather than the way software usually is: around a place, its evidence, and the decision in front of it.
The adaptation work it runs today is built on NCARP, the Nairobi climate risk assessment. That is a real body of evidence about a real city, and it is why the product is shaped around a place rather than a portfolio.
What runs today, and what does not
The adaptation workflow runs. It is how a team explores the hazard evidence available for a place and the locations that matter most, and it is the part of this you can use now.
The wider system is being built: opportunity development, project readiness, financial modelling, and the funding routes each candidate fits. The capabilities set out on the front page describe where this is going.
We would rather draw that line ourselves than let a page imply otherwise. A product whose whole argument is traceable evidence cannot be vague about its own.
Scopius is built by Bayes Consulting.
